Welcome to Day 2!
Thank you to everyone who provided both personal and working-group updates during the first day of the meeting. It certainly seems like everyone has had a very busy year! I am particularly happy to see that Laurence has chosen a very nice picture of himself for the CORD website, and I encourage all of you to upload photos and create an individual profile by clicking on your username in the top right hand corner of your browser window.
Today, the plan is to discuss the current state of the IDRC grant (including plans for how the money will be used) as well as a preliminary discussion regarding this year’s CORD workshop. This session will be moderated by Shylashri, so feel free to step in, Shy.
If you have not yet had the opportunity to contribute a personal update during the first day of the meeting, please feel free to go back and do so at anytime.

We have received the first tranche of the IDRC grant. Can each working group rep let me know how and when they plan to use the funds. Since CPR is administering the funds, you will have to submit the relevant papers to the finance dept (Mr. Ravi) of CPR. Can each of you please do the following:
a) Tell me how much and what activities the funds will support
b) When and where will the activities take place?
Based on that, I can ask Mr. Ravi about the modalities of transferring the funds to you.Becky, I don’t know how to paste the budget in this document since it does not come up as a table. I will send you the final proposal and budget and could you please put it on the site?
Workshop in 2014: We have to make plans for the next workshop since a significant proportion of the budget is for that activity. We also have to use the funds by June 2014. I have a series of conferences and workshops from late May onwards, so would prefer to organise something for March/April. Can we plan the dates and the activities?

Thank god for Shylashri! You are keeping us on track.
In terms of timing for the workshop March/April is fine with me. I presume we must do this in India given that CPR is a TT. If so, can I suggest Hyderabad? If not, perhaps it’s time for a trip to South Africa to watch the elections bring out the worst in us. (Not just Bangladesh Simeen!)
At the risk of seeming ignorant, is there a list of teams and leaders – I need reminding of who is on which team and their programmes of action – I think mediation is currently burnt out, but I do recall Claire and Deepta talking a politics of legitimacy-claiming they might want to pursue.. Bettina… is your memory working?

On next year´s workshop: just a quick reminder, there is the BRICS Summit in Brazil around the 15th March, I would be particularly busy this time (and I suppose Vera, Alex and others too). Once said that, I would really prefer the workshop to be held any time after that (last week of March) or in April.
I suppose Vera can talk more about the plans/calendar for the public policies/marginality group.

Had a long chat with Mr. Ravi about the modalities of transferring funds to foreigners. There are a number of formalities that the government requires of us.
a) An invoice has to be generated by the person/institution asking for the funds.
b) Need the passport details of the recipientThese documents are then sent to the government for clearance. So transferring funds will probably take a few months. I will send all of you the list of formalities once Mr. Ravi sends them to me.
I second Laurence’s question — can someone please post the list of working groups and their reps?
And can all of you indicate your availability in March/April so that we can fix the dates. There are two issues on having the conference in India: a) The visas will take time, so we will have to get going on the invitations/clearances etc ASAP. b) The national elections will take place in India sometime before May — we don’t yet know the dates. So though i would like to organise something in Hyderabad, it might not be feasible because that state is going to be bifurcated and there might be curfews and riots there. Let’s see. You might have to come to Delhi again. Alternatively, I will check with Mr. Ravi if we can organise the conference in South Africa instead — thanks for the invite Laurence.

Here are the three components that will need a transfer of funds from CPR to foreign consultants.Development of collaborative research and co-ordination among group members ( activities include – proposal development, development of background/ framing paper, e-conference ). (30 hoursx2 personsX7500 per hour) Rs.450000 ($ 7200) ($8400 if I transfer ten percent from the dissemination head)
Disemination and engagement with policy makers (Personnel (trainers and facilitators), venue, equipment, site visit, media) : Rs. 750000 ($ 12,000) ( I can transfer unto 10% from this head to the first one)
From what I remember, we had agreed that mediation, and violence/mapping had agreed to give their share of the 7200 to the other four groups. Any other groups who don’t plan to use their funds? Each of the groups below will have 2100 dollars (approx if we go by the 8400 figure),
plus, we have about 10,800 dollars for those other activities (about 2500 approx for each of the four groups). Can each group head please tell me the activities, persons, amounts, timespan for the amounts I have outlined above — total is about $4600 per group but the activities must pertain to the sub-headings listed above).3. Political and Economic Citizenship: Alison and Ranjita
4. Knowledge and Democracy: Leslie and Jo
5. Marginality and Public Policy: Vera, Laura, Paul (?)
6. Claim-making,etc: Deepta, Claire, Alex (?)

I believe that I will be undertaking the a duel role of both the RA and Coordinator at the moment. Thus, if anyone has any projects that they think would be relevant in either of these portfolios, please do let me know! I am also available to assist with any sort of e-conference moderation and workshop planning (see the Day 4 discussion for more information about this).
For the Programmer positions, we hired Mike Stump a couple of months ago (who has done all of the coding of the website up to this point); but I think that Leslie may have had some leftover funds from another UTSC project that he has used to pay him. Is this correct, Leslie?
Nonetheless, I imagine that we will need to to reserve some of the IDRC funds for future updates and ammendments to the site, as CORD grows and we generate more complex content. It might also be a good idea to allocate some of those funds to hiring someone who specialises in Visual Design, particularly if we eventually want to undertake any sort of mapping projects, etc.

As Becky noted, she is doubling up as the RA and the online facilitator at the moment, so the two line items of the four are allocated to her.As Becky also noted, the site we are using now is still a test site, as we are trying an installation of what’s called “Commons in a Box”. Once we have all the initial bugs (including log in etc.) worked out, we will migrate the site to a permanent server.
The background work that is being done so far by Mike Stumpf has been paid for from another project at my school. As I think I will need to made use of the original budget for more technical development, and I have yet to find the right person. I am hoping to have this settled beyond the end of Nov.
So would it make sense for us to invoice CPR for these two components once the programmer is hired, and should we do it in installment?

I don’t know the financial modalities of the project. Could you correspond with Mr. Ravi? My personal opinion is that you should send the invoice pertaining to Becky’s roles to Mr. Ravi and he will shepherd you along from there.

It looks as if the next steps are as follows:
Each of the four groups above needs to submit a detailed itemized budget (accrodign to the criteria you have outlined) of $4600 to you.
An outstanding issue at this stage is whether the Knowledge and Democracy group (Leslie and JO) and the claim-making group are actually going to propose a new set of activities.
I will check in with Deepta and Claire. Leslie and Jo, can you let us know if the Knowledge and democracy group will be planning a new round of activity?
